Combine all ingredients in a bowl. Let stand for a few minutes before serving.

Toast a little rice on medium-low heat in a dry skillet, stirring often.

If it gets too hot, move it off heat and shake it until it cools, then put it back on heat. Let it cool. To finely grind, use a mortar and pestle, spice grinder, or food processor.
